Not sure what the hell is going on but apparently Madame Cleos is reopening as a Private Club.

How would it be easier for Rebecca to get Zoning / Licensing from the City as a Private Club versus a walk-in establishment like Spa S / Swedish Touch?

So when Spa S reopened in the same week that Cleos closed, did Spa S simply take Cleos license away? I'd like info on the mechanics of how the City dealt with all that cause I heard there's a moritorium on new "Health Enhancement" licenses.

With this supposed moritoriam on new "Health Enhancement" licenses, I assume it's easier for Rebecca to reopen as a Gentlemans Club like Brandis?
